West End Community Improvement District (WECID)

Established in 2017, the West End Community Improvement District (WECID) serves as a catalyst for progress and revitalization within the West End area. Since its formation, WECID has played a critical role in advancing strategic initiatives that support economic vitality, public safety, and overall quality of place.
WECID is governed by a Board of Directors comprised of commercial property owners who are deeply invested in the district’s success and sustainability. This board provides oversight, strategic direction, and accountability, ensuring that all initiatives are executed responsibly and in alignment with statutory requirements and community goals.

Our Mission & Focus

The West End CID leads coordinated efforts to create a thriving, connected, and forward-moving district that benefits businesses, employees, residents, and visitors alike. Through close collaboration with local governments, public agencies, and private partners, WECID works to deliver meaningful improvements that enhance everyday experiences and long-term value.

Our focus includes strengthening public safety, investing in beautification and infrastructure improvements, and supporting economic development that helps businesses grow and succeed. By maintaining clean, safe, and attractive public spaces, WECID fosters community pride, encourages activity, and creates an environment where people and investment are drawn to stay.

Together, these efforts build confidence in the district, attract new opportunities, and ensure sustainable economic growth for the West End—today and into the future.

A Commitment to Accountability and Impact

At WECID, transparency, fiscal responsibility, and measurable impact are core principles. All CID funds are managed with strict oversight to ensure compliance with applicable laws and regulations while delivering meaningful improvements that directly benefit the district.
By aligning public and private interests, the West End Community Improvement District continues to serve as a trusted partner in shaping a vibrant, competitive, and well-managed community.

Why a Community Improvement District (CID) Matters

CIDs empower commercial property owners to collectively invest in targeted improvements that enhance public infrastructure, strengthen services, and increase overall property values within a defined geographic area.

Community Improvement Districts play a critical role in advancing local economic development by providing a structured, accountable mechanism for targeted investment. Traditional public funding sources are often limited in scope and flexibility. A CID fills this gap by enabling property owners to collectively fund supplemental services and capital improvements that directly support the vitality of their district.
CIDs matter because they:

Establish a stable, locally governed funding mechanism to deliver supplemental services and capital improvements beyond baseline municipal provisions.

Catalyze additional public and private investment by strategically leveraging local assessments to maximize return and long-term district impact.

Strengthen property values and expand the tax base, generating shared economic benefits for the district and the surrounding municipality.

Ensure fiscal accountability and transparent governance through board-led oversight, performance reporting, and full statutory compliance.

Advance public safety, infrastructure, and quality-of-place initiatives that support business retention, workforce confidence, and sustainable growth.

Align public priorities with private-sector investment to deliver a scalable, results-driven model for long-term community vitality and economic resilience.
